Excepted Results: A information bar comes down. please see the screenshot1 attached.
Actual Results: No information bar appear. please see the screenshot2 attached
Note: Reload http://www.campd.org/stuff/tests/offline/offline1.html, the information bar will come down

Seems that the bar doesn't appear by launching the website by using "Open Link in New Tab" (Mac OS 10.5.3)
