Hello,
when i surf to a site that has frames, and different frame has different encoding you cant choose different encoding for each frame because the encoding selection is in the menu bar and not the right click menu of each frame, this problem is a big problem for web pages with different languages than english (hebrew, arabic etc).
if you can please make the encoding available threw the mouse's right click menu this will solve the whole problem.

Reproducible: Always

Steps to Reproduce:
1.goto site with frames
2.try to click on one frame and try to change encoding
3.
Actual Results:  
it changes the encoding of all the frames and not only the active one

Expected Results:  
only the active frame (desired frame) will change its encoding
