There is no visual indicator (usually a dotted box) that the keyboard focus has moved to the clear box when using tab to move the focus. The focus usually starts on the download itself, one tab moves the focus to the clear box, even though you can't see it, and one more tab moves to the focus to the search field.
Reproducible: Always
Steps to Reproduce:
1. open download manager with downloads (can be completed downloads)
2. press tab once to move the focus from the downloads themselves.
3. press spacebar to confirm that the focus really is on the clear button.
Actual Results:
tab moves the focus, but it isn't visible.
Expected Results:
visual indicator of the keyboard focus.

tab for me goes right to the search box - I can't get it to go to the clear list button

perhaps you need to enable Full Keyboard Access. In 10.5, it's in the Keyboard preferences pane, under Keyboard Shortcuts. I have the radial set to All Controls.
For me, visually, it looks like tab goes from the download to the search box, but it takes two tab presses. The first tab is going to the clear button, the second to the search window.
If I press spacebar after the first press, the downloads are cleared.

so *that's* how I can use tab to go between buttons :)
I can confirm - this is likely a theme bug.
