Now that the moz-central tree is open there is enough activity that the mac/linux talos triads are falling behind and skipping testing some builds.
This will switch back to using the standard Scheduler for those machines instead of the MultiBuildScheduler - resulting in each build being tested on a single talos machine instead of each build being tested on three machines.
We can keep using the MultiBuildScheduler for windows as the PGO builds take so long to produce we don't fall behind.
This change will bring us in line with the same policies for testing builds on trunk (1.9.0).
