talked to Ben Smedberg.  All tamarin bugs are coming in as new.  We would like bugs added by people without "canconfirm" or "editbugs" privileges to be in UNCONFIRMED state so we can triage the bugs by searching for UNCONFIRMED.  

please enable UNCONFIRMED state for product=tamarin to enable this behavior.

Whoever set up the Tamarin product (which probably was me) didn't set voting correctly... I've fixed that.

oops. whomever added it should read this note:

we can not allow any product to have votes to confirm = 0.

doing this enables the system to be gamed.

changed:
votes to confirm = 10
votes per user = 1
max votes per user per bug = 1

gaming this requires 10 accounts to vote for one bug (it's cheaper to find another product).

I changed this to use the same defaults that Core uses:
votes to confirm = 10000
votes per user = 10000
max votes per user per bug = 1
