In my Win32 Mozilla Debug build from 6am 06/26/00: When I bring up a mail compose window, the Addressing area of the window looks like it is big enough to display 8 or so "To:" addressing widgets. Once I start typing in the first addressing widget, it automatically shrinks to the normal size that shows 4 at a time.
