We cant have users getting into the options menu and changing options. This needs to be able to be locked down just like IE is able to restrict via group policy or registry change

The Group Policy bug is bug 267888
The preference window will likely need work to be able to disable setting changes which will likely be done by locking preferences so they can't also be changed by manually modifying prefs.js, user.js, or via about:config
