Steps:
1) Create a new bugzilla bug
2) Type "Steps" return
Notice the caret does not move the to next line so hit return again
3) Type "1) Create ..." notice that caret appears on the next line, but text is
two lines down

Actual Results: Caret is not moving to the appropriate line

Expected Results: Caret moves to the next line when hitting return

Build #/Platform: 200062708 on NT
