Currently in Bookmarks Toolbar, folder and Live Bookmarks can be moved to another position only if you press SHIFT, or ALT, or CMD before you click on them and drag.
Dragging could be performed also if the item is pressed for X milliseconds (1000 for example).

I have the same problem. I can't drag folders around in the Bookmarks Toolbar. On Windows XP the modifier keys work, but on Kubuntu they do not.
Yes, this is rather annoying. On OS-X, I can't even drag folders using shift, alt or cmd.

Well, this bug is only a enhancement request.
If you can't drag&drop at all, remember to test the bug in safe mode, and to search for duplicates before reporting a new bug.

Status: RESOLVED → VERIFIED
/me too, in FF2 it was mot necessary. I liked it to drag'n drop a web site to my personal toolbar folder without shift, I even did not know that it still works when shift is pressed. So I came here to file a bug and found this one.
