If you have multiple items (folders and/or links) on your bookmarks toolbars folder, you can no longer (like was enabled in FF 2.0) click, hold and drag one folder to a different position on the toolbar. Same goes for links. Please re-enable this option for the next version.
Reproducible: Always
Steps to Reproduce:
1. Have multiple items on bookmarks toolbar
2. Want to switch around positions of items
3. Can't do it without going to bookmarks/organize

410865 420449 428411 all appear to be related, this is likely a dupe of one or more of those.
This was solved sometime again, but eventually regressed recently.

have you tried holding down shift when dragging? dragging folders on the toolbar is done through shift+drag
