I operate in full-screen nearly all the time to maximize screen real-estate. When I flick my mouse up to the tab bar, clicks do not register if my cursor is on the very top pixel. I need to flick upwards and then slightly down to actually focus a tab and be able to click on it.
FF2 made tabs fill their panel to the very top, so you could just throw your cursor upward and be assured that you could click on a tab.
See here for an explanation of the design pattern, as implemented by Apple:

Reproducible: Always
Steps to Reproduce:
1. Fullscreen FF3 with several tabs open.
2. Throw your mouse all the way up the screen. The tab bar should drop down. Make sure to throw the cursor to the very top.
3. Try to click on the tab.
Actual Results:
Nothing happened, as nothing has focus if your cursor is on the top pixel of the tab bar.
Expected Results:
The tab I'm on should gain focus, and clicking on it should switch to the tab.
This bug occurs with both the default WinXP theme and the Classic Compact 3.0.7 theme. Have not tested in other themes.
