There is no "Expunge" button.
I have found a "Purge" extension but it should work out of the box.
BTW, how a user should know that in order to expunge messages he has to use "compact folder"

Quicksearching for expunge brings up lots of bugs. The OP probably wants a combination of them in this bug; the closest one I can think to dupe to is 302205.

Though we now have a "compact" button for thunderbird3 - fixed in bug 75927.
