hitting bookmark tab initiates wrong command

When I open Firefox, the first thing I do is hit the bookmark tab to open my list of bookmarks.  But doing this for the first time after opening Firefox triggers the Bookmark This Page window to always open first.

Once I cancel the function, I get hit the bookmark tab again and it lists the bookmarks I have.

If I close Firefox and reopen the browser, I have to repeat the process of closing the bookmark this page window before I can scroll down my bookmark list.

Reproducible: Always

Steps to Reproduce:
1.open firefox
2.hit bookmarks tab
3.watch Bookmark this Page open in new window
4. close this pop-up window
5. hit bookmarks tab again access list


Expected Results:  
When I open firefox, I expect to hit the bookmarks tab and see my list without having to open the add a bookmark pop-up window and cancel that action
