As a user explains in his blog post (http://phalkunz.com/2006/10/30/disable-annoying-firefox-tooltips/), a tooltip often gets in the way when you are trying to drag a favicon to the Bookmarks Toolbar.
From personal experience, this action is incredibly frustrating, often requiring me to re-drag the favicon multiple times before it actually is added to the toolbar. More annoying is the fact that the tooltip does not provide any useful information to most users.
Some possible solutions could include: disabling browser.chrome.toolbar_tips entirely, only displaying the tooltip to the user if he has never dragged a favicon before, or simply waiting longer before the tooltip is displayed.

Steps to Reproduce:
1. Go to any webpage
2. Drag the favicon of that webpage to the Bookmarks Toolbar
Actual Results:
A tooltip pops up, often making it impossible to drop the favicon in the Bookmarks Toolbar. Frustration ensues.
Expected Results:
The favicon is easily dropped in the Bookmarks Toobar, creating a bookmark. You are quite satisfied, and make yourself a relaxing cup of tea to celebrate.
The title of your bug not withstanding, the content of your bug suggests that this is a dupe of bug 312852...
