440901 - wizard: don't create account until Finish page

Currently, when you create a new account with the wizard, it gets created when you continue to the Data page.  This means that if you cancel the wizard on the data page (or go back to previous pages and change some of the details), your account will have already been created, even though you haven't seen any of the info on the Finish page about it being created.

We should instead wait until the Finish page to actually create the account.

Moving account creation to the final page would require users to navigate two screens back to reenter their captcha in the case of an entry error. Due to the difficulty of some captcha images, this could be very frustrating. 
Verifying the captcha prior to account creation is not possible since recaptcha requires a key on the server.

This relates to bug 440904: make it clear to the user when we take irreversible action. The wizard now tells the user that continuing past the captcha page will create the account. Due to the problems listed above, that resolution will also be considered a fix for this bug.

The solution to that is to prompt the user to solve the captcha on the last page rather than in the middle of the process.

The fix for bug 440904 doesn't really fix this bug, so this bug should be resolved wontfix if we're not going to fix it because that other fix is considered sufficient.

This is something we should consider in a wizard cleanup or redesign.

We've rewritten this UI at least twice now, so resolving WFM.  Please file a new bug if there is still a problem.
