using 6/29 build of netscape

1) launch netscape
2) launch composer
3) edit prefs
4) set background image path
5) click OK in prefs panel
6) open new blank page

you don't see the bg image in the document.

all platforms.

Sujay: please give more accurate and descriptive titles.
"setting background image and doesn't work" implies that setting the background
in a page you're editing doesn't work, which is not what this bug describes. 
Accurate summaries are very important to understand and search bugs.

this bug has morphed -- background images and cells will not have an option on 
the properties dialog. They are being pulled. So, what exactly is not working? 
The background color works fine. Charley will this be the bug used to remove the 
image background option?
