442498 - No Turkish on AMO, yet it's on Google

I did a Google search and it provided results on AMO from the Turkish locale. When I viewed the page, it included many untranslated strings.

What's strange is that we don't have Turkish (tr) as one of our publicly available localizations (see dropdown list), but the pages are certainly there.

Top result: https://addons.mozilla.org/tr/thunderbird/user/390763 which includes untranslated strings

Potential fixes: 
- Redirect localizations that aren't ready to en-US
- Don't allow localizations that aren't ready from showing up publicly
- Prevent Google from showing these pages with appropriate HTML Metatags headers.
