STEPS TO REPRODUCE BUG:
1. Start Weave FirstRun dialog, and go to "Step 2" (set up encryption passphrase)
--> "Learn More" link should be focused.
2. Press "Tab" or "Shift-Tab", or click in one of the text fields.
ACTUAL RESULTS: Text fields move up slightly, as the link-focus-border around "Learn More" is removed.
EXPECTED RESULTS: Text fields shouldn't move.

We've rewritten this UI at least twice now, so resolving WFM. Please file a new bug if there is still a problem.
