443287 - Add AJAX suggestions dropdown

On the main translate page, a translation with suggestions should indicate this with a "+ n suggestions" link next to it.  This link should open a div, which contains a list of the suggestions and their authors.

Additionally, a user with "Submit" rights should be able to click on any of the suggestions in this drop-down to accept that suggestion and reject the other ones.

I haven't taken a close look yet, but it seems like http://bugs.locamotion.org/show_bug.cgi?id=427 covers this same territory, and there exists a proposed patch for that bug (submitted 4 Jul).

Attachment: Mockup of view mode with drop-down suggestions

This is a very quick mock-up of what the drop-down suggestions menu could look like; it could display the number of suggestions in the link, then list them in a div when the link is activated.  If the user were logged in as someone with review rights, Accept/Reject links could also appear in the drop-down.

This patch adds a suggestion indicator to the view mode; it lists the number of current suggestions, and displays them when clicked.

Submissions and Suggestions were broken for plurals in the last patch; this fixes that issue.
