We've hit the registration quota. We should raise it, but we may need to use the second fs node before we can do that.
i've made some performance tweaks to the server configuration and have raised to the registration quota, but we should keep an eye on it.

re-opening so that we can keep a running thread to track the current status of the registration quota for the record, we're aggressively throttling registrations so that we can limit server load, ensure some level of quality of service, etc. mostly we're doing so that we test the important bits: ensuring the syncing works. we'll work on scaling the service to production levels in the near future

Is the symptom of this issue that registration yields a generic "Server error" message right after the CAPTCHA screen (step 3 of 5) of the registration sequence?
Yes. It's supposed to say registration is closed, but just says server error (that's a separate bug though).
