Simon, I am not sure what I will need.  I can only assume that the release process is similar to that of Firefox.  

For starters, it would be good to have a tinderbox for Serbian Thunderbird, just as we have for Firefox.

For the rest, I will need someone to ask what should be done next.

Is this enough information to get started?

Filip,

regarding the process I've written some stuff down in md.l10n, which I know you have seen. A tinderbox will be created

a) once your locale has been added to the all-locales file (which is why I 
   changed the bug title).
b) once all locales have been migrated to hg (which is not in my hands), but 
   should happen really soon now.
