**** observed with 2000-06-30 M17 build ****
Steps to reproduce:
- select an account;
- go Edit| Message filters;
- create a filter with ascii name, select an ascii folder to move it to but 
enter non-ascii name in the Subject field;
- run the filter;
//note: message is in the Inbox
Is this different from 41093?
41093 - 8-bit filter key does not filter incoming msgs
No, it is the same problem, just missed it in the query, marking as a dup of 
41093
