Steps to Reproduce:
1. Login to support.mozilla.com has a contributor.
2. Go to any page, e.g. http://support.mozilla.com/en-US/kb/Bookmarks
3. Click _Edit this page_
4. Below the textarea, click _wiki help_
5. In the text that appears, click For more information, please see _Wiki Page Editor_
Actual Results:  
The link to http://doc.tikiwiki.org//kb/Wiki%20Page%20Editor?best_lang& is a 404

Expected Results:  
A working link.  Maybe it should go to http://doc.tikiwiki.org/Wiki%20Page%20Editor?best_lang&

The broken link displays

"Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request." , so maybe you can get Tikiwiki.org to fix their Apache server configuration.

Apparently, this didn't get nuked along with bug 447914; maybe this particular one should be fixed, rather than removed?

r17604, r17505.  Added the same check for enabling the help system as the icons, that way if we decide to reenable this at some point it will show up again.
