in the external CSS1 file (validated using w3c CSS validator),
only the last h? tag is respected by the style-layout engine.
Indeed, if the body tag is moved to the beginning of the file,
it will even be ignored. M16 is behaving identically to 4.73
in this regard.

It works for me in M16 and M17 builds. I'm going to attach the HTML page I tested
with. Closing as WorksForMe.
Dominic: if you feel that this bug was closed in error, please reopen and attach
a sample html page that shows the problem.
