Details

We don't display the sync status popup during a forced restart, since we know the browser is coming back right away.

However, the status popup also waits for any current syncs to finish.  Since we don't show it, this means we can quit in the middle of a sync.

We should show it in a special mode where it waits for a running sync to finish, then immediately quits.
