This is a follow-up from bug 413893. See testcase, when you are zoomed in with the testcase, you are not able to use the scrollbars by dragging them.

But it is possible to click on the scrollbarbutton by clicking just next to it and then scrolling works and the scrollbarbutton gets a pressed look.
