What Happens:

If you have a small area with "overflow: scroll" then the scroll thumb doesn't work.  You can still use the 'arrows'.

What was expected:
  The scroll thumb should work, even if it's awkward due to the small content.

Notes:
 I checked, and this doesn't happen on Windows or Mac OS X.

WFM with Mozilla/5.0 (X11; U; Linux i686 (x86_64); en-US; rv:1.9) Gecko/2008052912 Firefox/3.0 on Ubuntu hardy and ClearLooks theme.

You mean that you can move the scroll thumb, but the div content is not scrolled? I wonder if this could this be theme related.

I have it reproduced on two Linux Ubuntu Hardy Heron boxes.

What happens is:
  There is a tiny amount of space below the thumb.  If you click and drag on the thumb, nothing happens.  If you click on a scroll arrow, then it works.

I also wondered if it was theme related; the thumb is much smaller on other platforms/themes.

Let me create an image showing the theme/scroll thumb.

This shows what the scroll thumb looks like on my ubuntu/firefox/theme.
Works for me, Nightly on Ubuntu 13.04.
