Simple to reproduce: open a page requiring scrollbars, then: move the mouse to the throbber -> cursor changes to hand move the mouse down above the vertical scrollbar -> cursor doesn't reset to arrow. it's necessary to move the cursor over the toolbar/menubar to have normal cursor over scrollbars again. possibly related to bug 16928
