if I open a browser window and then close it, and switch to another app before the window closes (it's slow), then the window will raise just before closing. This is a problem but not critical. If I open many browser windows and do File|Quit, each window will raise itself just before closing. If the windows are on another workspace, my window manager will activate the appropriate workspace when this happens. This is very annoying. This started happening sometime after M16.
simon, weren't you telling me about this problem last week? who owns this issue?

I'm seeing this more often: randomly, after clicking a link and lowering its window, the window will raise as soon as the page is loaded. Separate bug?
That would be bug 41813. It could be related, but I am not sure.
This seems fixed in mozilla trunk build on 2000110421
