This bug report doesn't make sense to me. Textareas contain text, not elements. But they can contain the text "<textarea>...</textarea>" just fine -- maybe whoever wrote that page didn't know how to escape *that text* properly for inclusion in a textarea? If you paste the example HTML from http://www.w3schools.com/TAGS/showit.asp?filename=tryhtml_textarea into http://htmledit.squarefree.com/ you'll find that it's perfectly editable.
