can't call quick search in non-us layout as it's mapped directly to the symbol '/' key produces. this could be different in non-us keyboard layouts.

Reproducible: Always

Steps to Reproduce:
1. switch to russian keyboard layout
2. hit '/'
Actual Results:  
quick search panel doesn't appear

Expected Results:  
quick search panel pops up

It does work on the Swedish keyboard layout, so perhaps it's a localization bug?

There is nothing, that I could fix in l10n. It's Toolkit bug.

This works for me, I wonder if the request is actually to be able to customize the quick search character, cause / on my keyboard works but it's SHIFT+7, and I may not want to press 7 to quick search.
