Using Commercial 2000070420 on WinNT 4.0 SP4.

I'm a fast typist. Our display of typed characters within HTML TEXTAREAs is now
slow enough that the time lag is disorienting for me while typing. When I type
the same sentence within Nav4 and N6 in the same form's TEXTAREA (like this
one), performance of Nav4 is noticeably better--to the extent that the user
experience is much better on Nav4.

This is even more noticeable if you press and hold down the delete key--you wind
up deleting a lot more text than you intended to because you initially see
nothing disappear, so you hold it down longer than you would have otherwise, and
then Nav6 catches up and blows away a whole lot of text. This bug should not be
marked FIXED until the "press-and-hold" delete key case has been fixed. Since
"press-and-hold" generates keystrokes much faster than a person can type them,
it's a good stress test for this case.

Assigning to HTML Form Controls component, cc:ing cmanske who had noticed the
same thing and thought he could perhaps add info.
