Actual Results:  
Customize Toolbar Dialog Box is Displayed

Expected Results:  
Add an item the Customize Toolbar dialog box, like "Add go to folder icon" with a drop down menu that would display all folders, user selects one or more folders.

Item above takes you to a new dialog box, which provides a way for a user to select or build an icon.  See programs such as Object Dock, which allows you to add icons to the docking bar to start any program, etc.

After icon is slected, it is placed in dialog box, than user can drag the icon to where he wants it in a similar manner to the dialog box that invoked this new dialog box.

When the icon placed in the toolbar is invoked, it changes the view to that folder.   This is a shortcut icon.

See also [Bug 446009]... as regards going to / filing to, you can also use QuickFolders' "recent folder tab" which gives you a dropdown with the most recently visited / modified folders which makes it easier to repeat recent move to and trace back your steps if you get lost...
