Actual Results: For POP3 accounts, other than Gmail, no folders gets created to store drafts and templates even if you have a drafts folder on server. Expected Results: When saving a draft or template for accounts, if a draft or template folder is not present, one is created. After creating a folder called "Drafts" and "Templates" manually, all drafts and templates are saved in the appropriate folder under the account.
can you reproduce still on latest trunk? iirc bug 449482 claims a similar sort of issue for imap.

This bug is no longer present in latest trunk. Drafts folder dropdown now includes listing of top level accounts. Closing.
