Right now, the Add-ons window is the only one of the three (the other two being Preferences, and Page Info) that does not focus the tab strip, instead focusing a recommended add-on.

I think it should focus the tab strip, so one can easily open the Add-ons window and browse the tabs with <Left>/<Right>.

Reproducible: Always

Steps to Reproduce:
1. Open the Add-ons window.
2. Press <Right>
Actual Results:  
Extensions tab is not selected.

Expected Results:  
Extensions tab should be selected.

I think that since the main part of the display is a list it may be sensible for the focus to stay there. Do you have thoughts Madhava?

We should really make this so left/right switches panes and up/down moves up and down in hte list I think.

This bug's priority relative to the set of other polish bugs is:
P3 - Polish issue that is in a secondary interface, occasionally encountered, or is not easily identifiable.

Secondary interface and was limited to users who commonly navigate the UI with the keyboard.
