Reported from Hendrix, using Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.0.1) Gecko/2008070206 Firefox/3.0.1. This bug is on trunk as well.

STR:

2. Notice the garbage characters

Safari and IE render the page correctly out of the box. If I change the character encoding to UTF-16 the page shows correctly. The hendrix reporter thinks FF should detect this without having to change the character encoding.
The page is UTF-16 with BOM, but the Content-Type header says charset=UTF-8, so this is INVALID.
