GIF (apparently executable) ceases SSL (secure) pages from working on ANY and ALL websites

The government (California) uses the image provided below on their web pages:
<img src="http://pub2k5dev.sconet.ca.gov/gifs/whiteSpacer.gif" alt="" width="126" height="2">
When you run a government web page containing the tag above, ALL *secure* pages will ceased to work, paypal.com, AOL login, Yahoo login, etc., until you close your Firefox browser and reopen.
I've tested this bug on IE and AOL Explorer, neither have this problem.
Something with this GIF file causes problems for Firefox. While it might be the governments fault, Firefox should overcome the issue.
Reproducible: Always
Steps to Reproduce:
1.Go to the URL provided.
2.Now, try to load ANY secure page (SSL) from a different web site.
3.Be disappointed. :)
Actual Results:
Browser says "Connected to (web site name)" and eventually times out.
Expected Results:
Secure page (SSL) should load.
I've used Firefox 2 and greater with the same result.
That link seems to have an error:
Address Not Found
Firefox can't find the server at pub2k5dev.sconet.ca.gov.
The browser could not find the host server for the provided address.
If it's meant to be this error page causing the problem, I had no problems connecting to bugzilla from it or in another tab.
Yes, that's what you get when you run it in your browser. You can run it in a tag as well, which outputs an image.
Now, try loading a secure web page.
Hmm (didn't read your entire post), fails every time for me. Could you try Yahoo login?
Well, I stand corrected, an image does not output. The image was so small, I really couldn't tell.
Why would an html image tag with an invalid src cause my secure pages to fail. It happens EVERY time. I've tried it a million times..
