All file dialogues are very slow to open. When it lists file in the directory, it makes strange pauses after drawing a filename. (I remember something in the past like that.)

How long does next command take in your environment?
 1. DIR \\ABC\DEF  ("ABC" is non-existent file server name)
 2. NET VIEW \\PQR ("PQR" is non-existent file server name)
 3. NET VIEW
And yes, I've noticed that the slowness is almost null when the compure is idle and offline. But not when it is 88% CPU loaded and online.

If performance is fine when computer is otherwise idle, then I'd say this invalid.
Conversely, expect file dialog to be slow when computer is loaded with such things as scans, searches, etc, or dragged down by network
