We have a way for DEBUG-only code to experience different GetService behavior thanks to XPCOM_CHECK_PENDING_CIDS being defined in DEBUG builds. Patch attached removes this early return so that DEBUG and non-DEBUG code behaves the same.

I think this should wait, actually, and it will be obsoleted by the fix in bug 449822.
