Open some menu (say, File). Move cursor up and down. When cursor moved over dimmed topic, it completely disappear instead jumping to next available topic. (When you will fix this, don't forget, that submenu may contain all topics disabled).

Arkady, can you reproduce in a newer OS?  I don't see the "disappear" part with Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.1.1pre) Gecko/20090703 Shredder/3.0b3pre

I think skipping disabled/inactive menu items is a dupe of another bug, which I can't find at the moment.  (unless I am remembering Bug 339602 -  File/Save-as menu should be disabled when its suboptions are)
