This also happens in safe mode: If I run a flash file with continuing user input (like a game or so), the flash content still changes, but doesn't react to the user input for several seconds. Mouse input is ignored, keyboard input executed later.

I think this is the same bug I am experiencing. Any flash game controlled with arrow keys will frequently behave as if a buffer of keypresses is backed up. It responds normally for a little while, but then my guy will suddenly go charging off in whatever direction for a few seconds. Doesn't happen in IE, and didn't happen in FF before FF3.

We're in the process of removing support for plugins (bug 1677160) and bug 1687239 has removed the relevant Layout code, so this bug is irrelevant now.
