Run this manually and see the results, then schedule it to run as a Whine - the report seems to ignore the date constraints under Bug Changes (all reports that meet the other criteria are shown). You don't want -1w there, that would be 1 week in the future, wouldn't it? Just 1w should do it. I do relative dates with Bug Changes in a Whine on bugzilla.mozilla.org here and it works just fine for me.
