Details

When you set the Default Charset coding in Preference dialog, the setting does 
not effect anything in Browser.

Steps of reproduce
1. Select menu Edit|Preferences...
2. Select Navigator - Lanuguage 
   at the buttom, select Default Character coding to Japanese (Euc-jp)
   and close the Preference dialog
3. Go to http://www.yahoo.co.jp/

The Japanese characters are not displayed correctly.  The UI is there, but the 
function is not working.

Tested 2000-07-07-08 Win32, Mac, and Linux build.
I think this is jbetak's, reassign to ftang.

major functionality issue.

we need to rethink about this.
Currently, the per window setting read from the pref when we create the window.
And if user change it through "View:character code" menu, we won't change it
back to the value user set in the pref. Should we ?
Maybe the updated pref should affect the top window only.  That may be the
user's expectation.  Couldn't we do this by causing a reload (from cache)?
