Details
When you set the Default Charset coding in Preference dialog, the setting does not effect anything in Browser. Steps of reproduce 1. Select menu Edit|Preferences... 2. Select Navigator - Lanuguage at the buttom, select Default Character coding to Japanese (Euc-jp) and close the Preference dialog 3. Go to http://www.yahoo.co.jp/ The Japanese characters are not displayed correctly. The UI is there, but the function is not working. Tested 2000-07-07-08 Win32, Mac, and Linux build.

we need to rethink about this. Currently, the per window setting read from the pref when we create the window. And if user change it through "View:character code" menu, we won't change it back to the value user set in the pref. Should we ?
Maybe the updated pref should affect the top window only. That may be the user's expectation. Couldn't we do this by causing a reload (from cache)?
