Reproducible: Always
That's similar to bug 447885.

Why do you think this is not covered by bug 447885?
Is this about the invalid cert alert (bug 327181) or the malware UI (phishing, known attack sites, bug 380932)?
um its caused by the same thing but 447885 does not mention it, if it is edited then it could be merged. This is the malware UI attack sites
As in bug 447885, I can't reproduce this by unchecking the "Enable Javascript" pref. If you're disabling javascript with an addon like NoScript, then you should follow-up with the addon's author, though I think NoScript knows about our error pages now. If you can reproduce this on a clean profile, please provide clear steps to reproduce, because the description in comment 0 does not produce the behaviour for me.
