DESCRIPTION: Choosing the British localization freezes the browser and prevents it from starting. STEPS TO REPRODUCE: 1) create a new profile in the profilemanager (unless you want to trash your current profile) and run using it 2) Select QA | Languages | English (GB) 3) kill (since it froze) and restart the browser with the profile you created and ran with ACTUAL RESULTS: after 2) browser freezes completely after 3) browser will not start. It gives an error that "chrome://global/locale/intl.css" cannot be found: CSSLoaderImpl::DidLoadStyle: Load of URL 'chrome://global/locale/intl.css' faile d. Error code: 16389 -> SinkObserver:onError: [xpconnect wrapped nsIRDFXMLSink], status=2147500037, e rrMsg=null, state=8 BUGGY IN: * Win98 mozilla 2000-07-07-09-M17 (and older builds)

We need to populate the en-GB (now en-DE) packs with localzied files and then keeping them up-to-date so they won't break. Would simply removing them from the source tree and release build a better solution?
