The Mozilla ActiveX plugin (http://www.iol.ie/~locka/mozilla/plugin.htm) explicitly doesn't work with anything above Firefox 1.5, yet lots of people have it. Since at best it doesn't work, and at worst it causes problems, we should blocklist it.

Here are some stats from the sumo forum on how many people are posting who have it. The first column is year then week number. These numbers represent about 1/20 of the people who post on sumo.
