[IE 6/7/, Safari] Submit/Preview buttons should be aligned beneath the "Post new comment" textbox

Steps to Reproduce:

1. Log in
2. Visit any KB article (http://support-stage.mozilla.org/en-US/kb/Firefox+will+not+start#Firefox_3_will_not_start_on_Mac_OS_X_previous_to_10_4) and scroll to the bottom
3. Look at the positioning of the "Submit" and "Preview" buttons

Actual Results:

The two buttons are to the right of the "Post new comment" textbox

Expected Results:

They should be beneath their textbox.

Stephen, the screenshots look exactly the same as in Firefox. I'm going to resolve this but if I missed something, please reopen. Thanks!
