At present web page author can disable controls on VIDEO by not adding it in the Markup or by disabling via script.

I hate the idea of losing freedom to control what I see.

So please offer
1. an about:config item to globally force controls on VIDEO
2. when user press a combination key and bring mouse over VIDEO show controls
  
combination key eg:-

Ctrl and Shift press together and bring mouse over VIDEO
or Ctrl and Alt press together

An about:config preference is too hard for the majority of users to find, and this problem doesn't appear to affect enough users to want to place it in the about:preferences.
