EXAMPLE:IF I TRY DOWNLOADING FROM A SITE SUCH AS CNET.COM,I GET A WINDOW AS FOLLOWS.......

WHICH IS A: FILE TYPE

SAVE FILE CANCEL
WHEN I CLICK ON SAVE FILE WINDOW CLOSES , FILE DOES NOT DOWNLOAD.
IVE REINSTALLED FIREFOX 3 TIMES,DOESNT CORRECT PROBLEM.

Please do not write a bug report in all caps. Have you tried in Safe mode (http://support.mozilla.com/en-US/kb/Safe+Mode)? And can you give a specific example of a download that exhibits this behavior? I can not confirm.

use either the safemode as tyler suggested, be sure that the download location in the preferences is still valid and if that doesn't work try a new profile.
