I'd observed the same problem as described there: https://labs.mozilla.com/forum/index.php/topic,1465.msg6528.html#msg6528

It happens if:
1) "Passwords" synchronization enabled
and
2) You performed "Reset Server Data"

I didn't see that before 0.2.6. The only solution for that is to disable password sybc.

Reproducible: Always

Steps to Reproduce:
1. Enable password sync
2. Reset server data
3. Perform a sync

Expected Results:  
No errors in log
Thanks.  The problem was that the pwd engine didn't define a tracker.  I've fix that:
